Review of MB Lal Committee Recommendations for Petroleum Product Terminals

AbstractThe IOCL Jaipur terminal fire and explosion on 29th of October 2009 led to 29 fatalities and amounted to a total monitory loss of $60 million. 60,000 KL of product was consumed in fire. The MB Lal committee was setup to analyse the incident and suggest various improvement measures to be undertaken to prevent such incidents in the country. The committee gave 118 recommendations. This review paper recollects the incident and its causes and highlights the importance of MB Lal committee recommendations in current scenario.
