Assessment of Approval Process and Government Policies: Special Approach for Combating Building Collapse in Nigeria

Abstract

Adequate synergy among clients, government agencies, structural engineers, regulatory bodies, stakeholders, and allied professionals in building industry is imperative for combating incidence of building collapse in Nigeria. This study examined the supervision responsibilities of professionals, construction management and challenges of building inspectors in selected local governments in south western Nigeria. Literatures, media, systematic sampling technique and structured interview guide were used for collection of data. Data gathered were analyzed and assessed based on experts’ perspectives. Findings revealed that most clients did not follow the due process and legal requirements of the approval authority. There are a lot of irregularities, lack of structural engineering input, corruption, inadequate enforcement of laws, ignorance, illegal constructions, failure to secure building permits on time and inadequate manpower development of building inspectors and unwarranted political intrusion. It has been concluded that major factors contributing to building collapse include inadequate funding of project by clients, inadequate manpower to conduct approval process, faulty government policies, inadequate structural engineering remuneration and allied building professional challenges. Stringent government policies regarding approval process of construction works, timely completion of project within budget and special approach for handling material procurement according to design are critical for combating building collapse in Nigeria.
