Usually small scale industrial clusters grow due to certain type of expertise of a community located at a location. It develops and grows due to the condition of the local market, availability of raw material and technical expertise of local people. Government policies help in the development of the industrial clusters at various locations. Some of the successful industrial clusters are sports goods industrial cluster in Meerut, hosiery industrial cluster in Ludhiana, handloom cluster in Pilakhua Hapur, casting and forging cluster in Yamunanagar, etc. Scissor cluster is located in and around Meerut for the last 300 years. Even though this cluster is few centuries old but still, it is still in an infancy stage. There are various problems, which are required to be addressed to open up the speed and potential of scissor industries in Meerut city. In this work, we have done an in-depth survey of this industrial cluster to understand the problems faced by this cluster. We have proposed a solution to address the issues faced by this cluster, which can unleash the potential of the scissor industrial cluster and improve the employers’ and employees’ well being.
