Abstract

In this study, the overall management procedure for transportation assets are discussed. The performance of the assets is evaluated based on quality of service and system effectiveness to meet the expectation of the users, productivity and efficiency, resource utilization and cost-effectiveness. A guideline is established with performance standards and specifications. It is incorporated in lease contract to ensure that a desired minimum performance standard is maintained over the lease period and at the end of lease. The main information required to determine the leasing process and costs are presented in this study which should be an operate-maintain-upgrade contract. In practice a competitive bid from different contractors would give broader sense of the actual cost, since it is generally complained that public agencies are not prudent in cost control. This guideline for performance standards includes a set of performance indicators with a simplified costing procedure to evaluate functional performance of the asset and its components and the quality of service provided by the facility.
